We are looking for:

  • The US Funding Office in Syensqo is responsible for pursuing US Government (USG) funding opportunities. The preparation, winning, and execution of USG contracts require proposing and reporting in compliance with standards set by the USG. To support the contracts and finance aspects of the funding office, we are looking for a Government Accounting Manager. The US Funding Office will also be supported by and interact with Subject Matter Experts (SMEs), Finance resources (in support of budgets and financial analysis), and Government Affairs. This role will also be responsible for local accounting & compliance for a small entity in the US.

We count on you for:

Government Accounting & Reporting

  • Establish and maintain control framework to ensure Syensqo stays compliant with reporting & accounting regulations & guidelines required for the US government contractors (applicable FAR /2 CFR 200)
  • Supervise audits conducted by Independent Public Accountants (IPA), in compliance with government requirements
  • Work closely with Syensqo Global Business Services (GBS), Global Business Units (GBUs), and program managers to meet reporting and compliance needs
  • Maintain Unanet Accounting systems and processes to track and comply with government contracting regulations
  • Prepare Government indirect fringe rate submissions
  • Prepare monthly and quarterly SF 425 Government financial reporting
  • Participate in month-end closing / review of Government projects
  • Lead in Government project audits, with external audit firms and the US Government
  • Work with Project Managers to ensure proper supporting documentation for Government projects and associated invoices
  • Support the development of budgets, pricing, and tracking funding for each contract considering Government regulations & guidelines
  • In collaboration with SME/Capture Manager, develop bidding strategies with robust cost estimates, to assist the bidding and invoicing processes
  • Responsible for providing required reports/data, in support of reimbursement from the USG
  • Review, maintain & improve policies & procedures related to USG accounting & reporting

Local Accounting & Compliance, for the company in charge

  • Ensure Compliance with local & group accounting rules
  • Responsible for accounting transactions, closing, and internal controls
  • Control the quality of accounting data forming legal entity financial statements
  • Working with the local tax compliance team (indirect and direct) to ensure compliance tasks (closing, filings) are met
  • Oversee financial audits (Group, Statutory, Ad hoc)
  • Oversee the internal controls to ensure the reliability of the financial statements and ensure corrective actions coming from audit reports are implemented
  • Interact with Group Accounting & Reporting (GAR) for communication and alignments of key events, IFRS policies, and findings from key controls and/or local audits
  • Collaborate with peers, stakeholders, and Service Centers to continuously improve on key accounting controls and procedures.

You will bring:

  • +5 years of experience in government accounting or pricing grants and contracts
  • Experiences in setting up control frameworks, policies, and procedures to ensure compliance with proposing, reporting & accounting regulations and guidelines required for Government contractors
  • Experiences with applicable FAR, 2 CFR 200
  • CPA, CPCM preferred with related experience
  • Experience in supporting Government contract bidding
  • Nice to have: SAP, Unanet, and Concur

You will get:

  • The U.S. base salary range reasonably expected to be paid for this position is $119,000 to $170,000 per year. Since actual compensation packages are based on a variety of factors unique to each candidate we may ultimately pay more or less than the posted base salary range. Total compensation for this role also includes bonus and/or other incentives.
